业主在工程建设项目管理中扮演重要角色。除支付工程相关款项外,业主有义务和责任将自身需求和建设目标清晰地告知其他项目相关单位直至对方完全理解,从而避免了建设过程中的各种问题。业主有必要雇请专业设计和咨询机构以帮助他们能够准确地了解建筑专业问题,在建设过程中面对的各种问题和选择做出准确判断和正确决策。业主必须在正确时间段以正确方式去行使这些义务和责任,以保障建筑物的质量和保证建筑物符合自身的投资目标与价值。在行使这些义务与责任过程中,业主可能会对建筑物价值带来正面或者负面影响。学习国际工程建设的先进管理经验,引入基于价值的项目管理可确保业主价值体系的有效实施并帮助业主施行他们在建设过程中的义务和责任以实现其正面影响和贡献。此份报告主要研究基于价值的项目管理和调查业主对在参与建筑物建设过程中的实际贡献。
The owners in the construction project management play an important role. In addition to the payment of engineering payment, the owners have the obligation and responsibility inform clearly to their own needs and objectives other relevant units, so as to avoid the various issues in the process of building.
