摘要
1999年《住房公积金管理条例》的颁布实现了我国住房公积金的统一治理。随着公积金缴存额的持续稳定增长,统计数据显示截至2008年底闲置资金规模已达数万亿。2009年10月16日,住房与城乡建设部等七部门发出将住房公积金的50%用于保障性住房建设试点的意见,旨在盘活闲置资金。本文主要就实行新政策的益处和实施难点进行研究。
The promulgation of HOUSING ACCUMULATION FUND MANAGEMENT REGULATIONS in 1999 unified the management of housing accumulation fund in our country.Statistical data shows that the idle funds has reached to trillion in rmb since the steady increase of the payment of accumulation fund.Aimed to activate the idle funds,Seven departments including Ministry of Housing and Urban-Rural Development propose to use 50% of the housing accumulation fund to support the construction of ensuring housing.This paper focuses on the advantages and potential difficulties of this new policy.
