Study on government-funded non-operating items Agent System

本文以政府投资非经营性项目建设管理为研究对象,通过对国内部分省市政府投资非经营性项目推行代建制的主要做法与经验的介绍与分析,重点总结了我省推行代建制以来的经验教训,对代建制的代建模式、管理方式、代建人选择、投资控制、代建风险防范与激励机制、代建过程监管等问题进行了研究与探讨,为进一步完善我省代建制提供了一定的参考。

In this paper,as t he research object,the government investment in construction and management of non operating items descript and analyzed the main practices and experiences of Agent System of investment in the domestic part of the provincial and municipal governments to implement non-operating items,summarized the experience of our province since the implementation of Agent System lessons of the Agent System in lieu of construction of models,management methods,on behalf of the people choose to build,investment control,on behalf of the construction of risk prevention and incentive mechanisms,on behalf of the construction process of supervision conducted a study and discussion,in order to further improve the province provides the Agent System a certain reference.
