浅谈2008年清单计价规范对工程造价管理的影响

Discussion on influence for engineering cost control of quantity norm bill in 2008

住房和城乡建设部批准颁布了最新国家标准《建设工程工程量清单计价规范》(以下称《规范》),对工程造价管理的深刻影响。本文通过分析工程量清单计价的特点,将工程量清单对工程造价控制的新要求贯穿到建设项目的整个过程,并提出一系列可操作性的、实用性极强的投资控制措施,无疑具有较大的理论和现实意义。

Cost Estimate Norm for Bill of Quantity of Construction Works(hereafter referred to as 'Norm'),issued by Ministry of Housing and Urban-Rural Development of the People's Republic of China,which actually has deep influence on engineering cost control.This article integrates new requirements of engineering cost control from bill of quantity of construction works throughout the entire process of construction works on the basis of characteristics of quantity bill,and proposes a series of investment control measures with feasibility and strong practicability,which has greater significance in theory and practice without doubt.
