What we can understand from the four essays which vividly discuss the nature of public art is that public character is the central concept of public art. Public art must be based on respecting public cultural rights. And furthermore, the value of public art is not decided by its materials, but by its internal spirit. For example, internet can be regarded as a new realm to develop fashionable public art.
