This article is an updated version of a talk given at a conference in Londonderry,Northern Ireland,in February 2008.It concerns the current conditions and processes for commissioning public art in the United Kingdom.The proverb 'whoever pays the piper calls the tune' is a useful one in commissioning art.Private building developers,for instance,expect to have absolute control of a process they pay for,as well as finally owning the commissioned artwork.In such cases there is no question as to who is the client.
