Leadership quality plays a more and more important role in the current public decision.However,some problems still exist in the construction of leadership quality improvement and democratic and scientific public decision.Therefore,starting from the definition and characteristics of leadership quality,the paper states the function of the leadership quality in public decision and finds the solutions and measures from analyzing the problems in public decision.
