国际军控与裁军新态势

New Posture of International Arms Control and Disarmament

近一年来,国际军控与裁军领域呈现强劲反弹、升温,成为与金融危机、气候变暖相提并论的国际关注热点。国际核裁军曙光再现,美国核军控政策和策略高调调整;美、俄缔结双边核裁军新条约;多边核军控议题出现一些松动;核安全问题凸显;核不扩散条约审议大会取得成果。这表明国际军控与裁军领域出现了一些新态势,主要原因在于美国军控政策和策略的调整。但总体来看,美国核军控与裁军政策的调整仍是虚多实少,其核武器政策的两大战略目标:核威慑及防扩散不仅丝毫无损,还有所增强。

About a year on,international arms control and disarmament appeared rebounding to become the international hotspot issue paralleling with the issues of financial crisis and climate change.International nuclear disarmament is re-dawning with the United States readjusting its nuclear arms control policy and tactics in a high profile.The U.S.and Russia signed new agreement of bilateral nuclear disarmament.Multilateral nuclear arms control has softened.Nuclear security issue is highlighting.Conference on the Review of Nuclear Non-proliferation achieved accomplishment.All the above indicates a new posture in international arms control and disarmament,which mainly attributes to the U.S.arms control policy and tactics adjustment.On balance,however,the U.S.arms control and disarmament remains rhetoric,as its two strategic objectives of nuclear weapon policy—nuclear deterrence and non-proliferation—has kept intact and even intensified.
