摘要
2009年5月25日,欧盟理事会批准了以引进高层次人才为目标和内容的"蓝卡"计划。目前,世界各国、各地区对高层次人才的争夺越来越激烈。为满足本国和地区经济发展和加强国际竞争力的需要,推出引进人才政策的国家正在增多,而且发达国家的重视程度较高。欧盟"蓝卡"计划,就是最新的重大举措之一。欧盟的"蓝卡"计划与美国的"绿卡"制度在性质上都是吸引高层次人才的政策措施,但在具体举措上存有差异。中国在引进高层次人才方面应采取以下战略对策:第一,提倡建立国际人才资源新秩序,把握人才战略主动权。第二,建立人才需求评估机制,确定人才引进的类别和配额。第三,制定引进人才配套政策,完善吸引高层次人才工作。最后,鼓励外流人才回国工作,出台相应的政策措施。
On May 25,2009,European Council approved EU 'Blue Card' scheme to attract highly-qualified migrant workers.The competition for skilled talent is getting more and more intense.European Council approved EU 'Blue Card' scheme is the newest development in this respect.EU 'Blue Card' scheme and the US 'Green Card' scheme are two major schemes in the competition around the world,but they are different in their details.In coping with the situation,China should take the following counter-measures:advocating the formation of the new international order in human resources;establishing the evaluation system on talent and profession demand;formulating a complete set of policies and strategies on attracting talent;encouraging overseas Chinese talent to return to China for their careers.
