全球气候变化正在深刻影响着人类生存和发展,是当今国际社会共同面临的重大挑战。联合国丹麦哥本哈根气候变化大会,分别以《公约》及《议定书》缔约方大会决定的形式通过会议成果文件,形成了《哥本哈根协议》,标志着国际社会应对气候变化将进入一个新的阶段。科学应对气候变化是实现构建社会主义和谐社会,建设资源节约型、环境友好型社会战略目标的必然要求。中国应把握机遇,加强应对气候变化的能力建设。
