摘要 20世纪90年代以来,俄罗斯与北约理事会框架下的俄罗斯北约伙伴关系呈现出形式上的伙伴与实质上的参与者相结合的特点,从而使俄北伙伴关系表现出参与性伙伴关系的特点。综合来看,俄罗斯与北约的关系经历了从战略忽略到战略关注的发展过程,并呈现出阶段性、脆弱性、非对称性与象征性的特点。未来俄罗斯与北约关系的发展还必须在不断解决敏感性冲突基础上进一步加强对话,保障参与性伙伴关系的稳定发展。 The character of Russia-NATO relations under the structure of Russia-NATO Council is of partner on the surface and participator in essence since 1990s. Russia-NATO relations experienced a process from strategic neglect to strategic concern and showed its development periodically, vulnerability, asymmetry and symbolically. The future Russia-NATO relations should pay more attention on sensitive issues and intensified dialogue and push bilateral relations forward stably.
