On Study Ability of Leading Cadres and Its Improvement Approach

在党的十七大战略部署中,特别对领导干部的素质与能力提出了新的更高要求。提升学习能力,研究新情况,解决新问题,是我们党增强执政能力、各级领导干部切实履行职责的迫切需要,是必须认真研究的重大课题。在以胡锦涛总书记为核心的党中央明确提出建立学习型社会的今天,做学习型领导干部,提高学习能力,激发创造力,完善自我,成为各级领导干部面临的重要而紧迫的任务。

In the strategic plan of the 17th Conference of the Party,we put forward new and higher requirement especially to the quality and ability of leading cadres.To improve study ability,study new conditions,resolve new problems are the urgent need for the Party to strengthen executive power and for leading cadres to carry out their responsibility earnestly, and an important subject for us to study earnestly.Today the Central Committee with Hu Jintao as the General Secretary has carried on to construct society of study type,to be leading cadres of study type,improve study ability, stimulate creation,and perfect ourselves have become an important and urgent task of leading cadres of various levels.
