代建制度在我国工程项目实施过程中的运用

代建制度,针对由项目出资人委托有相应资质的项目代建人对项目的可行性研究、勘察、设计、监理、施工、试车等全过程进行管理而制定,是保证工程质量、加快建设周期、提高投资效益的有力措施。对目前代建制度在实际运用中存在的问题进行分析,提出保证代建制度良性发展的对策。

Construction agency system,which is formed in the way that the project fund contributor entrusts the project construction agent with relevant certification to manage the whole process:feasibility study,prospecting,design, supervision,construction,trial run and so on,is a powerful measures to guarantee project quality,speed up construction period,raise investment efficiency.We analyzed problems existing in practical application of present construction agent system,presented policy to guarantee construction agent system to develop well.
