摘要
目的了解广州市社区卫生服务人力资源现状并探讨相关对策。方法采用自行设计的调查表对广州市所有社区卫生服务中心(站)进行普查。结果广州市目前平均每万常住人口拥有卫生技术人员10.70名,医护比例1:0.78;年龄以40岁以下为主,占66.45%;学历结构以大中专为主,本科、大专和中专比例分别为25.68%,32.08%和36.42%;职称以初级及以下职称为主,高级职称、中级职称、初级职称和初级以下职称比例分别为6.07%,22.42%,39.68%,27.52%。结论广州市社区卫生服务人员存在医护比例失调、公共卫生医生缺乏、职称结构不合理、学历层次偏低等问题。必须制定相应对策,采取切实有效的措施,实现社区卫生服务人力资源的合理配置,才能保证社区卫生服务健康持续地发展。
Objective To investigate the state of human resources of community health service in Guangzhou and explore countermeasures.Methods All community health service(CHS) centers and stations were investigated by using a self-designed questionnaire.Results There was 10.7 CHS staff per ten thousand residents,the ratio of doctor to nurse was l: 0.78,and the age of most of health personnel in CHS was below 40 years old,the percentage was 66.45%.The educational level was quite low,secondary technical school and junior college was principal part in the staff.The percentage of undergraduate,the secondary technical school and the junior college were 25.68%,32.08% and 36.42% respectively And the percentage of the senior,the medium and the junior professional title were 6.07%,22.42%,39.68% respectively.Conclusions The state of health personnel in community health service in Guangzhou was not optimistic the problems include imbalance of doctor nurse ratio,lack of public health doctors,the unreasonable structure of professional title,the low-level qualifications.The countermeasures should be taken to adjust the allocation of health personnel and to ensure the sustainable development of community health service.
