新农合背景下的乡镇卫生院人力资源状况研究 被引量:11

摘要 目的了解新农合背景下乡镇卫生院人力资源的现状及其影响因素,并对其发展提出对策建议。方法设计访谈提纲,分别采用关键人物访谈和半结构式访谈的定性研究方法。结果新农合实施后,乡镇卫生院工作量明显增加,而卫生人力资源没有相应增加,相对不足,尽管设备有所增加,但是由于卫生人员素质总体不高,而且缺乏外出进修机会,难以满足群众日益增长的卫生服务需求,也严重制约着新农合制度的可持续发展。结论新农合的开展给乡镇卫生院的发展带来前所未有的机遇,但同时也存在着巨大的挑战。解决农村卫生人才匮乏的问题,要从多个角度入手,设置农村医学课程,建立以县为单位的卫生人力资源管理体系,同时卫生院也应加强自身的管理。 Objectives To understand the development and their influencing factors of health human resource(HHR)in township hospitals after implementation of new cooperate medical system(NCMS),and to give some strategic suggestions.Method The semi-structured interview and the key informant interview were used to collect qualitative data.Results The number of patients of the member of NCMS were getting more and more after the implementation of NCMS while the number of HHR in township hospital were not,which caused theshortage of HHR.Even the medical equipment have been increasing after NCMS,the ability of HHR was quite low that they could not meet the need of the health services in rural area,this situation has negative impact on the development of NCMS.Conclusions HHR in township faces a chance as well as challenge after implementation of NCMS.So it is necessary to do series work to resolve this problem.We can set rural medical course to cultivate HHR.To setup a system about HHR shared in all over the county,and township hospitals also need to enhance their management within the organization.
