摘要 根据2030年世界航天技术的发展战略,尤其是2015年~2030年期间逐步进入应用阶段的军用航天技术发展情况,分析了我国航天测控技术未来发展的能力要求。并在分析美国2005年~2030年NASA空间通信与导航体系结构发展计划的基础上,对我国航天测控技术未来发展方向与发展重点进行了梳理,如天地一体化测控与信息传输、深空测控通信、航天对抗、航天应急,以及进一步提高测控距离、数传速率、测轨精度,覆盖率、空间信息综合处理能力、系统效费比等。最后提出了发展建议,如航天测控网与空间目标监视网、天文观测网三网合一、发展寂静测控技术和即插即用测控技术等,从而提高航天测控技术在一体化联合作战中的快速响应和支撑能力,对抗条件下的生存能力,满足未来多层次、多样式的需求。 This paper is an analysis of the technological requirements of the TT&C capabilities of China in the near future based on the strategic trend of development of the world aerospace technology before 2030 and,in particular,the growing application penetration of military aerospace technology into space between 2015 and 2030.Following analysis of NASA space communication and navigation architecture recommendations for 2005-2030,the paper discusses the areas of development and key aspects in future development of China's aerospace TT&C technology,e.g.integrated space-ground TT&C system and information transmission,deep space TT&C and communication,aerospace countermeasures,aerospace emergency handling in order to improve TT&C range,data transmission rate,orbit measuring accuracy,coverage ratio,comprehensive processing capability of space information and cost-effectiveness.Finally,a proposal is given on development of China's aerospace TT&C technology,e.g.integration of aerospace TT&C network,space object surveillance network and Very Long Baseline Interferometry network,development of quiet TT&C technology and plug-and-play TT&C technology in order to meet multi-level future requirements and improve the capability of rapid response and support,and survival capability in countermeasures.
