In the course of implementing 'Provincial Bellwethers Project',after the reality of Ninghai County has been considered and fully compared,the training mode of 'instructor +base' under the chief tutorial system is proposed.The mode focuses on motivating both tutors and trainees to play guiding and subject functions respectively and emphasizes processing management and follow-up work to improve training effectiveness.
