军工企业实行军民一体化模式的因素关系分析

Research on Factor Relation of Civil-Military Integration Mode in Military Enterprise

军民一体化模式是军工企业整合资源、降低成本、提升企业效益及产品竞争力的有效途径。军工企业实行军民一体化模式与很多因素有关,为了明确因素间的关系以促进军民一体化模式的实现,构建了军民一体化的影响因素和评价因素体系,并通过系统动力学模型和对应分析的实证方法得出了因素间的作用关系。认为军工企业应充分利用军用高技术优势实现技术转移,通过专业化分工方式提高资源利用率,并以合理的政策法规和管理体制做支持。

The mode of civil-military integration is an effective approach to economize resource,improve benefit and competition ability in military enterprises.In order to define relations among the factors,which affect the mode,and promote the realization of the mode,the system of affecting and evaluating factors was established and the relations among the factors were obtained by the systematic dynamics model and the corresponding demonstration analysis.The analyzed results show that military enterprise should utilize fully high technology superiority to realize technological transfer,improve utilization ratio of the resource through specialized division,rational policies,laws and administrative systems.
