摘要
区域突发性环境污染事件日趋频繁,区域环境风险分区可为预防和减少这类事件提供管理依据.本文基于区域环境风险系统研究和突发性环境污染事件机理分析,建立环境风险分区指标体系,提出环境风险量化模型.结合风险管理实践,确定基于GIS的分区原则、分区形式、分区单元、风险量化、风险分级以及合并调整等分区技术.以上海市闵行区为例,应用分区技术将全区划分为高风险区、中风险区、较低风险区和低风险区四类.
Abrupt environmental pollution accidents occur more and more frequently in a region.Accurate zonation of environmental risk could provide an important tool for preventing and reducing such accidents.A zonation index system and measuring models of regional environmental risk are proposed,based on research of regional environmental risk system and analysis of causes of abrupt environmental pollution accidents occurred.Furthermore,a technique to regional risk zonation of environmental pollution accident is proposed.It involves with the selection of appropriate zonation principles,units,and indexes that can be used for measurement and classification of environmental risk,amending risk rank in a unit,and mapping risk zonation with GIS tools.The technique was applied in the case of environmental risk zonation in Minhang District,Shanghai.And Minhang was divided into four zones with risk degrees of high,medium,low,and lower.
