项目群管理是基于组织和项目群战略对一组群体性项目进行的一项综合集成管理,其主要目标是贯彻组织战略意图实现项目群战略目标。因此,项目群管理基于项目管理,高于项目管理,通过有效的组织和管理,实现各项目均衡协调发展,达到项目之间协调合有机融合、资源有效配置和效益最大化。文章利用系统论的观点,将项目群以及组成项目群的各个项目理解为一个有机的整体、一个系统,利用综合集成的方法和思路,提出项目群综合集成策划和管理的原理和方法,分析和总结了项目群策划和管理的基本方法和途径。

Programme Management is the process of controlling and managing a group of projects which are organized together by the stratagem of the organization.The key purpose of Programme Management is to carry through the stratagem of the organization and to achieve the aim of the stratagem.Programme Management is based on project management and higher than project management.According to efficient organization and administration,projects working harmonically,limited resource is been distributed to real need.The goal of the programme as a whole is achieved.
