Since the implement of 'Franchise Management and Sample Text of Sewage Treatment of Construction Ministry and Some Cities',there have been many arguments on some important problems and illustrations of the regulations,this article is trying to sum up some important problems to conclude some solutions about practical operations,and avoid relative risks.
