江西林业有害生物社会化防治服务体系建设探讨

Service System Construction of Forestry Pest Socialized Control in Jiangxi Province

林业有害生物防治工作,在林业建设中承担着保护森林资源、维护生态安全的重任,是林业建设的重要保障力量。随着江西省林改分山到户和实施造林绿化"一大四小"工程建设,全社会造林积极性空前高涨,呈现出造林对象社会化、造林形式多样化的喜人局面。与此同时,给林业有害生物防治工作带来了新的机遇与挑战,必须变传统防治为科学防治,变被动防治为主动防治,变单纯防治为可持续减灾控灾,建立以省、市、县有害生物防治队伍为主体、社会化防治组织为骨干、林农互助防治为基础的林业有害生物社会化防治新格局。

Forestry pest control work was an important guarantee power for the forestry construction,bearing the responsibility of protecting forest resources and maintaining ecological security.With the distribution of mountain to home during the 'Lingai'and the implementation of afforestation project 'One big and four small'in Jiangxi Province,the enthusiasm of afforestation of whole society was unprecedented,showing the object of social-oriented afforestation,reforestation in various forms.At the same time,new opportunities and challenges has brought to forestry pest control work,it must shift the traditional control to scientific control,change passive control to active control,change simply control to a sustainable disaster mitigation,and establish a new pattern of forestry pest socialized control that taking provincial,city and county pest control teams as main,socialized control organizations as backbone and on base of foresters based on mutual control of forest farmers.
