财政转移支付对地方财政供养人口规模控制努力程度的影响——以河北省为例

The Research about the Impact of Fiscal Transfer on the Level of Effort on Controlling the Size of the Local Fiscal Dependents:Take Hebei as an Example

论文通过对河北省各县财政数据的实证分析,在测算各县财政供养人口规模控制的努力程度的基础上,建立财政转移支付对地方财政供养人口规模控制努力程度的影响的模型,认为在某种程度上上级的财政转移支付刺激了地方财政供养人口规模的膨胀,并提出改革财政转移支付资金分配政策、改变预算编制模式等政策建议。

The paper made an empirical analysis on the data of Counties in Hebei.On the base of calculating the level of effort on controlling the size of the local fiscal dependents,it built a model of the impact of fiscal transfer on level of effort on local growth of Fiscal Dependents.The paper argued that fiscal transfer stimulated the local growth of fiscal depents.We should reformed the policy of fiscal transfer and turned the plan mode of budget.
