谈集体林权制度改革中应着力研究和把握的几个问题

Discussion on the Problems Studied and Understood in the Reform of Collective Forest Property Right System

目前,集体林权制度改革正在全国积极、稳妥、顺利地推开,受到了广大林农的衷心拥护,引起了社会各界的广泛关注和社会投资林业建设的极大兴趣。随着集体林权制度改革的不断深入,特别是在主体改革完成后,在林权管理、规模经营、监督管理、经营服务等方面出现了新的问题。针对这些问题,要采取相应的对策建议。

Supported by all forest farmers,the reform of collective forest property right system is now being put into practice actively,steadily and smoothly in China,which has drawn the wide attention of whole society and the interest of social investment in forestry construction.With the deepening of the reform,especially after the main reform finished,some new problems have rised in forest right management,mass management,supervision and service etc.Some countermeasures and suggestions should be proposed in order to solve these problems.
