试论非公益林的生态效益及其保障机制的构建

On the Eco-efficiency of the Non-public Forest and the Construction of the Guarantee Mechanism

与公益林相对应,非公益林以经济功能为主导兼具生态功能。当前,在非公益林的发展中还存在很多问题,这不仅制约了非公益林自身的发展,而且还对生态环境的保护造成了不利影响。基于森林资源的双重属性,非公益林也具有很强的生态效益,而该效益的有效发挥则需要相应机制予以保障。

Compared to the public forest,the non-public forest is economy-oriented with the ecological function.Now, there are many problems in the development of the non-public forest,which not only restrict their own development but also make adverse effects on the eco-environment protection.Based on the forest's dual attributes,the non-public forest also plays a good role in eco-efficiency.Such effect needs corresponding guarantee mechanism.
