公平与科学:英国文官考试制度的原则

摘要 自从1870年英国确立了公开考试择优录取人才的文官考录制度,英国文官考录制度以公平与科学的原则不断趋向完善。其公平与科学的原则主要体现在报考资格、人才标准、测评手段、考试机构等方面,对我国在人事制度改革和公务员考录制度的完善有所启示。
