基于循环经济的环境影响评价制度发展方向

Development of Environment Impact Assessment Based on Theory of Circular Economy

循环经济理念下传统EIA制度存在内容上体现末端控制,管现范畴不全和指标体系定义狭义的局限性。基于循环经济理念,从原来侧重于后果的评估,转变为侧重于全经济过程和开发建设模式的评估,从对显著污染后果的关注,拓展到对经济活动的生态协调性和可持续性的评估,因而评估内容、指标体系和评估程序需要相应改进,对EIA的评估范畴、影响因子进行拓展,提出了改进建议,并展望了EIA在循环经济理念下开展战略环境影响评价的前景。

The traditional environment impact assessment(EIA) system is not extreme completion when it is based on the theory of circular economy.This paper tried to analyse this problem deeply,and pointed out that there were many respects needed to be developed,such as the scope,elements of environment impact and so on.So the content,target system,and procedure of environment impact assessment needed to be made corresponding changes.Then the some suggestions were given on EIA development based on circular economy.
