As a major subject of enhancing the art of leadership and abilities of administration,promoting the harmonious development of cities is to assume power for the people.It asks the leader to exercise the state power in the interest of the people's livelihood,rule by consensus,eliminate the exploitation and polarization between the rich and the poor and finally achieve the common prosperity.It also requires the leader to exercise the state power in the scientific manner that means the leader should be good at rethinking the reasons of the exploitation and polarization between the rich and the poor which bring by the disharmony in Chinese cities nowadays.Consequently,the important indication of measuring the art of leadership and abilities of administration is the decision relating to how to promote the harmonious development to eliminate the exploitation and polarization between the rich and the poor in the process of realizing the urbanization and modernization.
