摘要
本文提出了一种通过计算领导者所在组织绩效变化率来间接地测度领导行为有效性的方法。采取面向输出的数据包络分析(DEA)模型来计算综合指标,在考察单元的综合指标相对进步率时,为了克服环境的差异对单元绩效产出的影响,本文利用二次相对效益法来计算跨年度综合得分的相对进步率,以此作为评价该地区领导有效性的客观指标。通过对黑龙江省66个县(市)所进行的领导有效性实例测算,对本文提出的测度方法进行了有效性检验。
The paper presents a new performance appraisal method for measuring leadership behavior effectiveness. The method measured indirect the leadership effectiveness through evaluating dynamic rate of the performance of or- ganization in leadership district,and figured out synthesis criteria basing on the principle of Data Envelopment Anal- ysis(DEA).In order to eliminate effects of environment difference among units,the method made relative progress rate by the means of the Binary Relative Evaluation.The result of relative progress rate in during different year has been used as evaluating district leadership effectiveness.Then the method has been used in a case study to evaluate the leadership effectiveness of 66 counties (cities)of Hei Long Jiang Province.
