当前科学发展观贯彻落实的总体情况良好,但也有一些地方存在一定问题,主要表现为认识上存在误区、行动上存在偏差。造成这些问题的原因从主观看在于有些领导干部的领导能力水平和思想境界存在问题;从客观看是干部教育培训的机制和干部绩效考核机制不够完善所致。提高领导干部深入贯彻落实科学发展观的能力与境界,关键是要坚持和完善教育培训和绩效考评两个机制。

Looked from the current scientific development view implementation condition,the overall situation is good.However,some place existence also has certain question.,mainly in the erroneous perceptions,the motion for the understanding in has the deviation.These problems have been watching from the main reasons is that some leading cadres leadership ability,the level and their ideological realm problems;From the objective it is the mechanism for the education and training of cadres and cadres performance evaluation mechanism is not perfect enough.Improving the leadership cadres to implement the ability and the state of the scientific concept of development,the key is to maintain and improve education and training,and performance evaluation,'the two mechanisms.'
