Since 2000 mobile communications have undergoneextremely fast growth in Russia with a penetration ratefar surpassing China. In October 2007, Russian 3Gmobile communications networks were formallylaunched for commercial operation. This article attempts to bring forth some suggestions for China’s 3Gmobile communications development through a studyof the Russian mobile migration process from 2G to 3G.
