"大通关"是对上海实施的"提高口岸工作效率工程"的简称,即在货物的进出口通关过程中,通过运用现代管理、信息化和高科技手段,对单证流、货物流、资金流和信息流进行整合,使之合理、规范、畅通,以最短的时间、最低的成本为企业提供最好的服务,体现政府行政监管的能力和效率,提高上海城市的综合竞争力。"大通关"工程的核心和基础就是建设上海大口岸物流信息和电子商务统一平台,又称"大通关"平台,亿通国际股份有限公司是负责平台建设和运营的实体。本文通过对亿通国际股份有限公司的实地调查,在大量第一手资料的基础上,对亿通国际与上海口岸物流信息平台案例进行了深入研究,提出其建设的经验与启示是"整合资源、集成信息、创新运营",并认为"大协作成就大通关,大通关促进大发展"。

'Big Customs Clearance' is the shorter form of 'the efficiency improvement of port work' which is carried out in Shanghai.That is by using document flow,goods flow,capital flow and information flow so that all flows are rationally standardized,openly.The 'customs clearance' can serve the enterprises with the least time,the lowest cost.The government’s power and efficiency,the city comprehensive competence of Shanghai are improved.Building the unity platform of the great port logistics information of Shanghai and the E-commerce is the core and the base of the project of 'Big Customs Clearance',which is also called 'Big Customs Clearance' platform.Shanghai E&P International INC is the company who is responsible for the building and operation of the platform.Based on the first-hand information and field survey,this paper deeply studies the case of Shanghai E&P International INC,and the Port Logistics information Platform of Shanghai,proposes the experiences and lightens are 'Integrate resources,Integrate information,Innovative operations',and we believe that great cooperation will make 'Big Customs Clearance' come true,'Big Customs Clearance' will prompt great development.
