为加速推进以改善民生为重点的社会建设,针对辽宁地区实际,从以下几个角度提出了进一步增加辽宁城乡居民收入政策和措施的建议:加快经济发展;落实积极就业政策;完善各类工资和薪酬制度;完善社会保障和救助政策与制度;优化国有资本收益分配;提高居民基本福利水平。旨在为改善辽宁民生问题提供决策借鉴。

To accelerate the social construction focused on the improvement of citizen livelihood,this paper proposes some policy suggestions and countermeasures to further increase the citizen income in urban and rural areas in the perspectives of speeding up the economic development,executing proactive employment policies,perfecting salary and wage systems,improving social security and insurance policies and mechanisms,optimizing earning distribution of state-owned capital,and raising the basic welfare of citizens.The purpose is to provide the policy-makers with some references in the improvement of citizen livelihood in Liaoning Provence.
