老工业基地振兴背景下的辽宁经济体制改革与创新

Economic structure reform and innovation in Liaoning Province under background of old industrial base revitalization

针对辽宁老工业基地振兴过程中的经济体制改革问题进行研究。指出辽宁现存的经济体制和运行机制的某些方面与市场经济不相适应,必须对其进行改革与创新。在分析辽宁老工业基地的经济体制现状及原因的基础上,指出辽宁老工业基地的经济体制存在的问题,并从加快国有经济的战略性调整;规范股份制改造,发展混合所有制经济;鼓励、支持和引导民营经济,完善所有制结构等几方面提出辽宁经济体制改革及创新的对策及建议。

The problems of economic structure reform in Liaoning Province are studied appeared in the process of the revitalization of the old industrial base,and it is found that the present economic system and operating mechanism are not compatible with market economy which must be reformed and innovated.On the basis of the analysis of the current economic system status and its history,the problems in the economic system are figured out.And countermeasures and proposals are projected concerning the acceleration of the strategic adjustment of state-owned economy,normalization of corporate transformation and development of mixed-ownership economy,encouragement,support and guidance to the private economy,improvement of ownership structure,and so on.
