加强高校基础科学研究的对策和建议

Strategies and suggestions on the enhancement of the basic science research of colleges and universities

针对高校基础科学研究存在的问题进行了研究。根据我国高校基础研究的现状,分析了大学精神和大学文化的缺失、国家的经费投入取向和资源配置、研究经费浪费等制约高校基础研究的问题;提出了重塑大学文化和大学精神,确立以高校为主体的基础研究模式,实现科技投入的多元化以及构建高校科技创新体系和完善基础研究创新机制的建议。

The problems and cunter measures arestudied for the basic science research in colleges and universities.On the base of the present situation of basic science research of China's colleges and universities,this paper analyzes such issues as the loss of university spirit and culture,state funding input orientation and resource allocation,and the waste of funds for research,and so on,which restrict the basic science research.Some measures have been suggested to take,including remodeling university spirit and culture,establishing university-based research models,achieving the diversification of investment in science and technology,constructing the innovation system of science and technology and improving the mechanism of basic research and innovation.
