汶川大地震后的政府应急响应评析

An Analysis on the Governmental Emergency Responses to the Wenchuan Massive Earthquake in China

汶川特大地震发生后,各级政府和社会各界紧急响应,积极投入抗震救灾。其中,政府的应急响应尤为令人关注。该文全面总结了这次大地震后政府应急响应成功的有关特点,分析了政府应急成功的原因,也探讨了其中存在的一些问题,并面向未来提出相应的政策建议。

After the Wenchuan massive earthquake occurred,all levels of governments and multi-social forces in China have responded rapidly to it and have got involved in the process of fighting against earthquake and disaster relief. Among them,in particular governmental emergency actions have attracted much more attention from outside. This paper summarized some characteristics of governmental successful emergency responses in a whole,then analyzed the causes of their successful actions,and also discussed some problems existed in their emergency management process. Finally,this paper afforded some policy suggestions for the afterward process of temporary resettlement,disaster recovery and the long term of institutional development for emergency management in China.
