汶川大地震启示:亟待加强灾后重建应急预案的研究

The Importance of Pre-Impact Recovery Preparedness Plan From the Viewpoint of Wenchuan Earthquake

我国中央政府虽然在汶川大地震后加紧了对"灾后重建规划"的制定,但在这之前明显缺乏一套完备的灾后重建应急预案。实际上,灾后重建应急预案是近年来颇为受到重视的概念,其本质在于强调"灾后重建规划的目标、协调机制和角色分工等"在灾害发生之前就应该有所准备。只有这样,才能提升灾后重建的质量,避免无序的状态。因此,我国应该从这次汶川大地震后的重建中吸取经验和教训,重视并加强对灾后重建应急预案研究。

The central government of china is formulateing quickly the plan of recovery after the Wenchuan earthquake,but it is obvious that we has no the pre-impact recovery preparedness plan. In fact,the pre-impact recovery preparedness plan is an important conception in recent years. The pre-impact recovery preparedness plan emphasizes that the target,the coordination mechanism and the role of recovery plan should be prepared before the disaster.So it will promote the quality and avoid the confusion of recovery. For this reason we should learn the experience and lesson from the Wenchuan earthquake and attach the importance to the pre-impact recovery preparedness plan.
