从汶川地震两个文件看早期危机管理

摘要 党中央国务院对"5·12"地震实施早期危机管理的成功经验给我们以重大启示,即战略领导者或领导集体应当:具有临危不乱的战略定力;妥善处理突发危机与常态发展之间的关系;实时理顺战略结点和战略全局之间的动态关系;使常态发展具有坚定的抗冲击力;使组织有能力应对至少两次连续发生的重大危机;坚持走"中国特色的社会力量瞬间凝聚机制"之路。 During the earthquake on the May 12th 2008 at Wenchuan in China's Sichuan Province,the Party's Central Committee and The Sate Council have achieved their successful experience on initial crisis management (ICM),which brings us some significant inspires such as,for a strategic leader or a leader-group,keeping a strategic calm as facing an outburst catastrophe; rightly handling a relationship between outburst crisis and normal development; streamlining a real-time relationship between every strategic junction and overall strategic situation; enabling a normal development to be strongly of anti-impact; enabling an organization to endure at least two fatal crisis in consecutive; and holding the line of social power momentary-condensing-mechanism (SP-MCM) with Chinese characteristics.
