On Initial Crisis Management Based on Two Official Documents for Wenchuan Earthquake Relief

During the earthquake on the May 12th 2008 at Wenchuan in China's Sichuan Province,the Party's Central Committee and The Sate Council have achieved their successful experience on initial crisis management (ICM),which brings us some significant inspires such as,for a strategic leader or a leader-group,keeping a strategic calm as facing an outburst catastrophe; rightly handling a relationship between outburst crisis and normal development; streamlining a real-time relationship between every strategic junction and overall strategic situation; enabling a normal development to be strongly of anti-impact; enabling an organization to endure at least two fatal crisis in consecutive; and holding the line of social power momentary-condensing-mechanism (SP-MCM) with Chinese characteristics.
