统筹城乡与农民土地流转的再思考

Rethink on the Integrating Urban and Rural and Land Transfer

纵观人类历史,一个国家或地区要在工业化处于中级水平统筹城乡发展还尚无先例。虽然中国工业化和结构转型与西方工业化的结构转型具有非同源性——不同的制度资源和政治经济结构,但中国地方政府统筹城乡的"改革试验"却面临着:工业化的自然属性与国家选择、经济社会发展传统的"能动性-结构"向度与改革开放形成的"结构-能动性"向度、市场化大趋势与统筹城乡的行政化机制,以及贯彻科学发展观的原则性与突出实践特色的灵活性之间等一系列重大的理论及实践关系问题。

Throughout human history,there is no country or region which integrate urban and rural development in the mid-level industrialization.Although China's industrialization and structural change has the unusual-derived character-the different system resources and political and economic structure with that of the west caused by the industrialization,but Chongqing's 'the pilot reform' in the integrating urban and rural is faced with following important theoretical and practical contradictions:the natural attributes of the industrialization with the state choice;the traditional dimensions 'initiative-structural' in the economic and social development with the dimensions'structural-initiative' caused by the reform and opening up,the general trend of the market with the administrative mechanism in integerating urban and rural,and the principle in implementing the scientific concept of development with the practice flexibility.
