党的十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》中提出了加强党的执政能力建设。提高党的依法执政水平的任务。这是中国共产党在新的历史条件下提出的一个具有远见卓识的新的执政方略,是依法治国基本方略在党执政问题上的具体体现。而要加强党的执政能力建设,其关键则在于依法执政的贯彻实行。

The Decision of the Central Committee of CPC on Enhancing the Construction of Leadership Competence of the Party made on the 4th Plenary Session of the 16th CPC Central Committee proposed to enhance the construction of leadership competence of the Party and to elevate the level of administration by law.This is a new ruling strategy with foresight proposed by CPC under the new historical conditions and it is also a concrete reflection of the CPC's administration based on the fundamental strategy of ruling the country by law.The key to enhance the construction of leadership competence of the Party is to carry out the principle of administration by law.
