浦东新区与滨海新区综合配套改革比较分析

Comparative Study on Synthetical Coordinated Reform in Pudong New Area and Binhai New Area

1978年以来,我国的改革开放己由最初分散的单项政策推进、重点主攻经济体制改革,转向涉及经济、政治、社会和文化等各个领域的全方位综合配套改革。浦东新区和滨海新区先后被国务院批准为综合配套改革试验区。由于两地推进综合配套改革的基础条件不同、改革思路不同。因而改革进展与成就也不同。两地改革形成了一些有益的经验:一是突出"综合配套"的特点;二是充分发挥比较优势,依托重点,循序渐进;三是进一步解放思想,勇于开拓创新;四是完善制度建设,保障既有改革成果。这些在改革中形成的经验必将为深化改革开放和其它地区提供重要的示范作用。

Since 1978,China's reform and opening-up have moved from the dispersedly pushing forward a single policy and mainly focusing on economic system reform to comprehensive coordinated reforms in all areas like economy,politics,society,culture and so on.Pudong New Area and Binhai New Area have been approved as the trial zone of comprehensive coordinated reform successively. Due to the difference of their foundations and reform focuses,the two areas have different progress and achievements.Some beneficial experience from the reform of the two areas includes,first,the emphasis on being'comprehensive'and'coordinated';second,the full exertion of comparative advantages,the dependence on key points and the step-by-step procedure;third,the emancipation of mind and the bravery to explore and innovate and fourth,the perfection of system construction and the guarantee of existing reform fruit.The experience formed in the reform will help deepen reform and opening-up and exemplify other areas.
