摘要
构建以民主政府、法治政府及责任政府为综合特征的服务导向型政府是我国经济和社会转型的必然要求。针对政府由管制型政府向服务导向型政府转变过程中存在的问题,以"公民参与网络"、社会规范以及社会信任为表现的社会资本将会在构建责任政府、法治政府及民主政府的过程中发挥重要作用。
The inevitable requirement of China's economic and social transformation is to construct service oriented government which is democratic,legal and responsible.To deal with the problems existed in the process of the Government transformation from the control-oriented government to the service-oriented government,social capital will play an important role in constructing responsible,legal,and democratic government.
