1958年9月17日,戴高乐同时向艾森豪威尔和麦克米伦提交了一份备忘录,要求建立世界性的美英法三国理事会。由于担心其他北约国家和亚非国家的不利反应,美国拒绝了法国的要求。此后,法国走上了独立防务的道路。

On September 17,1958,De Gaulle sent a memorandum to Eisenhower and Macmillan.In this memorandum,he asked to set up a directory composed of U.S.,Britain and France which could deal with the world policy and strategy.Being worried about adverse effects on the other counties of NATO and Afro-Asian counties,the Eisenhower Administration refused De Gaulle's demand.Afterwards,France was engaging on self-governed defense.
