Constantly Improving the Scientific Level of Financial Management in Military Academies and Schools under the Guidance of the Spirit of the 17th CPC National Congress

以十七大报告为依据,着眼军队院校发展需要,通过强化预算管理、健全法规制度、严格监督检查等措施,进一步完善管理制度;通过强化集中统管、完善论证问责机制和建立绩效考评体系等措施,进一步改革管理体制以及创新管理模式,不断提高军队院校科学理财水平。

Adhering to the report of the 17th CPC National Congress,focusing on the development need of military academies and schools,this paper discusses the further betterment of management system by measures of strengthening management of budget,perfecting rules and regulations,and strict supervision and inspection,etc..And this paper also studies on the further reform of management system and innovative management mode,thus constantly improving the scientific level of financial management through the measures intensive unified management,the perfection and reasoning of responsibility system,and the establishment of performance assessment system etc.
