Developing maritime safety standards from the view of maritime safety system

回顾国际海事公约的发展历史,介绍目前国际海事安全标准制定及修订的局限性,并针对这一问题,提出从人、船、环境系统地建立和发展海事安全标准。

This paper briefly reviews the history of the development of international conventions,and introduces the limitation on the establishment and amendment of international maritime safety standards establishing.According to this issues,this paper point out establishing and developing the maritime safety standards from the view of system which including human,ship and environment.
