摘要
船员在船舶安全操作和航行中有着重要作用,分析不适任船员产生的原因,从船旗国的角度提出消除不适任船员的意见和建议。
The seafarers play a very important role in the safety navigation of a ship.This paper analyzed systematically the reasons why the incompetent seafarers were created.Some recommendations are proposed to eliminate the incompetent seafarers from the perspective of Flag State.
