摘要
分析港口国控制在确保船舶安全和保护港口国合法利益方面所扮演的重要角色,建议港口国控制应当不断加强和完善,使其发挥应有的作用。
This paper attempts to analyze the role of port state control on the safety of the shipping and the protection of the legitimate interests of the port states,and suggest that port state control is further strengthened to meet its intended purpose.
