摘要
绩效管理在本质上是一种关注技术、方法和工具的机制管理,在持续发展的新公共管理运动中,承担着核心机制和重要工具箱的双重使命。绩效评估在绩效管理工具箱中发挥着基础工程、技术核心、运行导向和推动机制等多重价值效应,对于绩效目标、绩效信息、绩效预算、绩效合同和绩效审计等绩效管理工具普遍持续地起着决定、促进或保障的元工具作用。
Performance management is a sort of mechanism management with focus on the technique, method and tool in itself, which is not only the core mechanism but also the important toolbox of the uninterrupted reformation of NPM. Performance evaluation plays the role of basic work, technique core, function direction and impeling mechanism in the performance management toolbox.It is also the basal tool which decides, promotes and insures the function of the other performance management tool widely and incessantly, such as performance goal, performance information, performance budget, performance contract, and performance audit.
