Guiding Modern Forestry with the Scientific Development Concept to Build the Security System of National Timber Safety

近年来,我国木材及林产品的需求一直呈刚性增长,缺口越来越大,供需矛盾越来越突出木材供不应求,我国木材安全保障形势非常严峻。建立我国木材安全保障体系,要以科学发展观为指导,关键是立足国内科学配置森林资源,加快培育人工用材林,建立木材节约代用与废旧木材回收利用机制,保障木材供给;重点是国家投资引领,统筹兼顾;根本方法是长、中、短结合,分区布局、分区施策。

In recent years,the demands for timber and timber products are soaring,and the problem of insufficient timber supply becomes more serious,creating the prominent contradictories between timber demand and supply.As a result, the safety of the national timber supply system in China is facing grim challenges.In order to establish the security system of the national umber safety,we must stick to the'Scientific Development Concept'as a guiding principle,especially based on the scientific allocation of forest resources in China,accelerate the development of timber plantation,and establish the mechanism of timber-saving substitutes and waste timber recycling to realize the sufficient timber supply.To achieve the goal,the government investment should be put in the leading position with various supportive channels,with the combination of long,medium and short-period development plan,and different implementations in different regions.
