临沂市“新农合”的实施与和谐社会的建设

New rural cooperative medicare scheme and its effects on the construction of harmonious society

目的探讨"新农合"的实施状况、影响因素及对和谐社会建设的影响。方法采用分层整群随机抽样的方法,选择临沂市部分自然村进行问卷调查。调查的内容包括:家庭及其一般成员的状况、主观幸福感、参合农民受益情况及满意度等。结果回收有效资料1620份,计5060人,其中≥15岁者4 782人。参合率为95%,对"新农合"制度满意者占95%,对其方案满意者占40.86%;认为现实社会和谐者占51.23%,认为"新农合"的实施有助于和谐社会建设者占91.59%;主观幸福感与年龄、职业、文化程度、经济状况及身体状况密切相关,与和谐感呈正相关关系。结论"新农合"的实施缓解了农民在享受卫生资源方面的不公平问题,有利于和谐社会的构建。

Objective To explore the effects of the new rural cooperative medicare scheme(NRCMS)on the construction of harmonious society.Methods The stratified multi-stage cluster sampling was used to survey farmers in counties.The surveys were mainly concerned with the basic conditions,welfare and social harmony and the satisfaction of people who participated.Results 1 620 questionnares were collected.5 060 people were surveyed with 4 782 people aged 15 or abore and 95%of them participating in the scheme.95%of the surveyed were satisfied with the new system and 40.86%were content with some programs of the system. 51.23%of the surveyed believed the present society was harmonious and 91.59%believed the scheme would help construct harmonious society.The sense of happiness was related to age,vocations,literacy,economic status and physical conditions,and was positively related to the sense of harmony.Conclusion The NRCMS can increase farmers,access to medical resources,solve the problem of medical and help to construct harmonious society.
